The Hand Of Phrecia Necropolis item... available in standard?

Hi there,

Was just curious as I was making a build that was initially built for Necropolis, making this in standard and when it came to searching for this item, I was checking stats in wiki and apparently they are only available in Necropolis league.... How is it that people have them on standard?

Dead Hardcore characters are sent to Standard, that is how league items turn up there before the end of the league.

I thought about that too but wasnt sure, thx!
