No Time like the Preset (Optional) Meet Alva at the Causeway

For the past 24 hours I've been trying to clear this quest and noticed that, besides
1. Alva never being at the Causeway,
2. Niko is never at the Causeway,
3. Rituals are never at the Causeway,
4, Jun is never at the Causeway,
5. Legion Monoliths are never at the Causeway,
6. Heist Lockers are never at the Causeway.

I'm not too sure if I've missed any other extra content which should be able to spawn,
but in every other map where it is possible, including the Causeway, i am consistently getting:
1. Einhar
2. Lockboxes
3. Essences
4. Abyss
5. Rogues
6. Tormented Spirits

So while I fully understand that spawn rates for extra content are low, random, and lockboxes and essences essentially just having higher spawn rates since they are a commodity, I would like to point out that:
1. Einhar is always at the Causeway,
2. Abyss is always at the Causeway.

Try running an alva scarab in your map device if you have one or pick some atlas passives to get her to spawn in a map. That should clear the quest.

And generally speaking masters will not spawn if you are 10 levels above a zone so its weird Einhar is spawning unless he has some kind of override im not aware of.

Einhar's override is if you've never completed his quest across ANY Singular league.

as a matter of fact i have not finished einhar's quest, and i am more than 10 levels above the area!
