TAB no longer showing map mods

The feature where you hit tab and it says the mods or details on the map is no longer working and I have not figured out how to get them back. I thought there was like a toggle button in the right corner but that is gone. Checking and unchecking HIDE MAP MODS in UI settings does not work. Rebooting does not solve it. Also the actual size of the mini map seems larger but cant see away to resize it. Bugged for all characters. Have no idea what to do now.

I have done all the basic troubleshooting steps as well.
