Why doesn't The Perandus Pact work in a cluster jewel socket?

Like the title suggests, I try to put the perandus pact in a cluster jewel socket and it doesn't appear to be affecting anything. Was just wondering if this was as intended ( really hope it isn't because that would take away a lot of the variety of build choices that path of exile does so well!!) or a bug. Thanks for reading.

TLDR: ME WANT MORE DMG, WHY DMG NO WORK.

this isn't a bug.

no jewel with effects in a radius have the radius effect working in a cluster jewel.
