Ultimatum even though I have "Servant of Order" active on Atlas Skills tree

Just a quick FYI. On my Atlas Skills tree, I have "Servant of Order" selected which should omit an Ultimatum encounters. While doing a Kirvac mission (Park Map), there was an Ultimatum event. Is that suppose to happen? My current build handled it, no problem, but I thought that "Servant of Order" was suppose to omit Ultimatum showing up in any of my maps. Bug number: 3,073,390,636
