Limitations of Twist of Fate Notable and Allflames

Why do Allflames not work with Twist of Fate? Twist of Fate works with scarabs and Back to Basics functions with allflames. I'd understand if Allflames were randomized by Twist of Fate, but removing its functionality completely seems like an oversight.
