Heavy lag spices - dynamic resolution not kicking in

would be very grateful for any help or further advice!
I upgraded my PC a few days ago. With my old spec dynamic resolution kicked in just by turning it on in game options and blurred the screen on juiced maps to stay on fps target.

CPU: AMD 7 3700x --> AMD 7 5800X3D
GPU: Geforce RTX 2060 Super --> RTX 4070
RAM (same as before): 32GB
Motherboard (same as before): ASRock X570 Pro4
SSD: new nvme m.2 ssd
Res: 2560x1440

After the upgrades I made to improve performance, and these specs are much better than before, the gaming experience went down by a significant amount. On juiced maps the dynamic resolution does not kick in and the fps sometimes drop to <10fps.

I have tried so many things to fix this:

- tried many different ingame settings
- tweaked config (enable dynamic res, disable audios, ...)
- updated GPU and motherboard drivers
- uninstalled POE and deleted config and freshly set up everything
- Tried to set NVIDIA GeForce driver accordingly

I don't know what to do. Nothing works and I cannot get dynamic resolution on. I am not an expert with these settings and am trying to go step by step and learn what might work. Maybe I am missing something.

Can anyone help me? I want to enjoy the game again :*(.
