Flesh and Stone + The Hand of Phrecia

When using Flesh and Stone and having the Hand of Phrecia equipped the blind/maim effect is still applied to enemies.
This is despite the item reading:
The Hand of Phrecia: "Non-Curse Auras from your Skills only apply to you and Linked Targets"

In contrast, when allocating the keystone Supreme Ego which reads: "Auras from your Skills can only affect you" the blind/maim is not applied.

Is this a bug or inteded? Is there a technical difference between: "Only apply to you.." and "Only affect you"?
