Fortify not gained with Double Strike of Momentum

I am using the Celestial Brace.

When hitting mob directly from the skill it doesn't grant me any stacks.

But when hitting mob with ancestral copy then it grants stacks.

I am pretty sure it was not intended this way. And it kind of ruins my whole build. It worked just fine on my other build with Boneshatter. Please fix it asap. Thank you

From Fortification wiki:
"The amount of stacks gained per hit depends on a combination of the hit's damage (ignores the target's damage reduction), the enemy's ailment threshold, and the enemy's rarity."

The first video, you are doing so little damage that you can't generate fortify against that target. Get more damage like you had on Boneshatter and should be fine.
Yeah, I don't think you ever get 0 fortify charges when it rolls. I got constant max stacks on Kitava right after that, but only when attacking it with my ancestral copy. If attacking directly, I still wouldn't get stacks.

You also have a good weapon now that you didn't have when you first posted the video.

Old fortify used to work that way. But that was years ago. Delvers run into the same issue where when mobs get enough damage reduction they need even more damage to generate against the mitigation.

But that's not a bug, that's how it was redesigned.

It's same weapon. I just don't get one thing: why am I getting stacks from ancestral copy then? I shouldn't be getting stacks at all. In second video I don't get stacks from direct hits, but from ancestral copy hits.
