Game Crashing when I select Char, resulting in crash to desktop/computer restart

Hello, I know there are other forums but non of them helped.

My Specs are:
GTX 4070Ti
i9 149000cpu
64GB ram
z790 hero motherboard.

The crash has been happening since this league and rarely when doing juiced maps in the past. the PC is brand new for 4 months only now.
The game is crashing and re-crashes every time until maybe from 20 tries one will work. the game will then crash again when jumping to town/hideouts.

I did clean install, repair, i also did a format to my computer
others told me to do: repair windows. drivers update. all drivers are updated everything running smooth apart POE.
