Does Withering Step apply Wither to nearby monsters on use?

What about monsters that already are in the area around me when I use Withering Step? Will they be Withered too? Or do I need to back off, use the skill, and wait for the monsters to approach me?

I would assume that it works like a small are of effect around your characters, anything in that area will be effected.

OK just tested it myself. It works.

Removed all aura and trigger gems from my build, entered a low-level area and lured a horde of enemies to surround me. Cast Withering Step and every monster around me turned green. It must have been the Withered debuff.
