Essence Scarab of Ascent not upgrading or wording is wrong

I don't know if the wording on this item is just wrong or it never has worked like this.

The current wording for the Essence Scarab is "Essences found are a tier higher"

I was running some maps with Expedition and there is a mod "Runic Monsters have a x% chance to drop additional essence"

Normally these drop in t16 as screaming essences. But when I add the Essence Scarab of Ascent, the essences still remain at screaming.

Experience from previous leagues tell me it never worked with the old atlas node, so why should it work now. However the wording is still misleading and, by my experience, only applies to essence imprisoned monsters
