Dark Seer not getting +2 to All Spells when Divining a pre 3.24 version

I just divined a pre 3.24 Dark Seer in SSF Standard and it only updated the range on + x to maximum life and + x to maximum mana. It used to be the fixed + 1.
The Malediction mod was updated to 3.24 in line with the patch notes.

Divine Orbs cannot add new modifiers.

I was mistaken on my reading of the wiki page then and how divine orbs work. Thanks for the response.
