My Squire is bugged?

Scenario:

- Lightning Conduit of the Heavens in a test wand, no supports, empty Squire sockets.

Mana cost: 10. Actually spam casting it looks about right.

- Lightning Conduit of the Heavens in the test wand, Archmage in test wand.

Mana cost: 181. Spam casting looks like it's costing 181 (and ramping with Indigon).

- Lightning Conduit of the Heavens in the test wand, Archmage in Squire.

Mana cost: 10. Spam casting looks like it's costing 10.

Additional info - is my whole character bugged?

- Equipping Prism Guardian (which should increase all resistances by 37) does not affect my Resistances or my Energy Shield in any way.

I had a Widowhail in the offhand that I have since removed.

EDIT - I'm an idiot. I had Necromantic Aegis allocated from prior to a respec.
