Guaranteed scarab drops not dropping

Strongbox with modifiers such as drops 1-3 of a scarab type dont drop any scarabs. The same is true for blight chests of scarab variety not dropping any scarabs

Do you have Unwavering Vision? 20 passive points but blocks scarabs from dropping.
