Chance to poison/Herald of Agony not working with minions

Running a Iron Mass Skelly build. Currently at 96% chance to poison via Herald of Agony, Chance to poison,and Darkness enthroned with 15/13% abyss jewels. I have yet to see Chance to Poison not triggering Herald of Agony.
