favorite map not dropping?

i unlocked every single fav map slot and atlas is at 112/115. why is my fav map not dropping? is there something else i need to do? did they change something this league? map scarab is mandatory now or?

Do you get a lot of other maps of the same tier dropping? Ideally you want to run 2 connected maps because of adjacent map drop bonus. Map scarab or other scarabs that add mobs will help too
