Can't find the Envoy (solved)

I'm in red maps and haven't encountered the envoy at all - I can't progress Exarch / Eater. I've run numerous yellow maps to no avail.

In searching reddit and the forums it seems there are others who reported a similar issue, but I did not find a workable solution.

I appreciate any help.

Edit: Found the issue. It was the Ruthless keystone "Back to Basics" which states "Cannot apply influence to your maps". Once I took it off, The Envoy appeared in the next map I ran.
