Ghostveil Body Armor Visual Bug

The Ghostveil body armor doesn't have the glowing visual effect for me, also when my Arcane Cloak procs the armor part that is supposed to glow instead becomes invisible.

I've tried both Vulkan and DX12. I'm using steam so I ran Steams "verify integrity of game files". I've tried all different kinds of combinations including just the armor itself. The problem still persists.

Any help on this would be greatly appreciated because I really wanted to use this armor after purchasing the vault pass.
