Sustain and obtaining of High Tier Maps

I don't know why but i can't get and sustain map tiers over 13+.
I chose all map nods on a tree but barely able to sustain maps tier 11-13. I often get drop of low tier map (yellow) while running hight tier maps (13+).
It looks a bit of strange.
Either it's a bug or may be a feature.
