Increased quant devotion mod + scarab allflame causes no drops to occur

Title says most of it, but I had the devotion modifier that increased quant of strongest monster in pack and decided to use the scarab allflame mod to farm some scarabs. Instead, none of those packs dropped anything with that combo.
