Thread of Hope (non-massive) drop chance in 3.24

Is it really intended that the drop chance of this jewel is next to non-existent after 3.24? It has been 5 days since the league launch and there has been exactly ZERO for sale in HC Necropolis since the launch. I tried asking the support but they gave a stock answer, so I can only assume it's not a bug but intended change. Seems kind of stupid, lots of people have planned their builds around this jewel being in the game, and now for HC playerbase it essentially doesn't exist.
