Reduction to haunted modifiers still affects devoted modifiers despite what patch 3.24b states: "Increases and reductions to Haunted Modifier Effect no longer affects Devoted Modifiers." Strongest monster in pack goes to 60% chance with passives selected and back up to 100% chance with them unallocated.
