Oscillating Sceptre missing from "Creates an Experimented Weapon" Craft

When using the "Creates an Experimented Weapon" Craft and selecting the Sceptre base, there is no option for the Oscillating Sceptre (Elemental Overload implicit). The list only has Alternating & Stabilising Sceptres as available Sceptre options.

Same issue here, tried 4 corpses all alternating/stabilizing

tried different plot positions as well, still only alternating / stabilizing

Really annoying, seems to be all of the 1st tier/lowest lvl requirement bases aren't available to craft.
