Nameless seer doesnt appear after fully clearing map

I got nameless seer to apear in allflame. After fully clearing the map it didnt spawn. Map was canyon with alva, harvest, breach and expedition. After looking at the mob that should spawn him, it shares the same picture as other mob with debuff (dont know if that matters).
