Ruthless Siosa bug

I am not 100% sure if this is a bug or intentional but here it is anyway:
Siosa is randomly giving quality versions of Automation and Call to arms. No other gem ever comes with quality from siosa and the % is randomly changing. Highest I have seen it go is 18%.
