The Aspirant Divination card cannot be turned in.

I was turning in some divination card sets in SSF Standard and ran into this potential bug, I say potential because there may be something I'm not understanding, but I doubt it.

The character is level 100 and turning in a set of The Aspirant returns the error "Failed to generate an item at your character level."



EDIT: I have tried to turn the set in on my lowest level character which was level 91 and I have the same error. Perhaps it will turn in on a level 80 character which would be the normal max ilvl for the base, but I don't have one to test it.
