Atlas Passive that reduce Haunted Modifier effect also reduce Devoted modifier effect

As Title,

I took the atlas passives that reduce the effect of Haunted modifier, when I mouse over the lantern in map it shows BOTH haunted and devoted modifier effects have been reduced to 60% of its original values. Not sure if this is intended but I thought devoted modifiers should be separated from haunted modifiers?
