Influencing Scarab of Conversion vs T17 drop

Influencing Scarab of Conversion exact wording is:
'Tier 14+ Maps found in Area have a chance to drop as Shaper Guardian, Elder Guardian, Conqueror or unique Synthesised Maps instead'
Does this mean it would also potentially convert a T17 drop?

Hope we can get clarification on this one since downgrading a T17 might be a straight up loss.

Maybe this makes it into FAQ. Could be important to know for everyone who considers using the scarab.

On a side note: it would be appreciated if we would know what 'chance' means exactly.
