Penance Brand and Runebinder in 3.24

The new text on Penance Brand says

"
New: Creates a magical brand which can attach to a nearby enemy. It periodically activates while attached, adding energy to the branded enemy. When the branded enemy reaches 20 energy, a large explosion occurs and the brand is removed. All energy is removed from the enemy when the brand is detached.


Let's say a person casts penance brand, it attaches, it puts 5 energy into an enemy. When you cast a second penance brand, it speeds up the process.

When the enemy has 20 energy, what happens?

1. Reaching 20 energy 'triggers' both brands' explosions. The first one 'resolves', removing 20 energy and dealing damage. The second one checks if the enemy has 20 energy, fails, is not removed, starts building up from 1 energy in that tick.

2. Reaching 20 energy makes both brands explode and be remove in the same tick, dealing two explosions equivalent to penance brand with 20 energy accumulated at once. Both brands are removed at the same time.

I suppose when the brand is removed from the explosion, it is functionally detached and removes energy with it.
