FPS locked to 60 in dx12 and vulcan
After 3.23.2b my ingame fps is locked to 60 fps with massive input lag, its normal on dx11, i have played with vulcan the last few seasons, no change in hardware, usually have between 100-175fps and i have 175 fps now also with dx11, think you broke something graphics wise with this last patch, hope you fix it before launch

I have the same issue, i tried everything but nothing seems to work.
If i change to dx 11 i have 144 fps and i change back to dx 12 its 70. So fucked up. Updated driver, nothing Used Profile inspector and tried to force 120 or 144 , not working. I tried 3 other games, all of them working fine. So its 100 % a POE problem. But i read that they ignore all bug reports and not even gives answers. So i dont think we will get here any info. I was facing this exact issue. DX12 and Vulcan would cap POE FPS between 60 to 70. After struggling for a week, I learnt that the card only had access to x2 lanes out of the x16 lanes PCI-E 16 (where the GPU card is slotted) offers. I was able to verify this using the GPU-Z tool.
For me the fix was really simple - There was dust and accumulation on the PCI socket causing contact issues. A thorough use of air blower, soft brushing and vacuuming of the socket before refitting the card took care of the problem for me.
