Quality on flasks past 20% is pretty much the most miniscule minmaxing you can do on most builds with the exception of something like maybe olroth's resolve on wardloopers and progenesis on a few pathfinders.

It's about as niche as it gets. It's so niche, you'll find plenty of people in deep delve or Valdos without that additional quality on their 30+ mirror builds.
