I have problems with vulkan and directx 12 performance

my cpu is ryzen 5 5500
my gpu is RX 6600
and I have 16 GB ram at 3200
The problem I have is that it does not increase more than 25 FPS with vulkan and directx12
it's sort of capped somehow
