Drop rates on unrelenting timeless emblems seem a bit low

Title. Legion seems like a cool idea and can be rewarding if you get lucky yoloing divines on timeless jewels but I've been in the timeless domain quite a bit now and dropped one unrelenting emblem, which isn't a crazy OP item by any means. Feel like they could use a little love. Thanks for your consideration.
