Make Ralakesh T0 rarity instead of nerfing them

the boots themselves are pretty busted tbh but I can't really tell if they should nerf them or not. I like the options they present so if they had to go somewhere i'd prefer higher rarity than a stat change but they are in the pretty busted camp so I feel like they will get something.

I kinda feel like its irrelevant while they leave shit like MB in, i'm kinda binary about difficulty balance and if it matters then the boots should be nerfed but you shouldn't have giant crutch items like MB either. If it doesn't matter than why nerf them? Just let them be accessible power for a relatively cheap cost.
