Bane of Condemnation still has a hidden 25% less curse effect multiplier

Issue is this:

Regular Bane has:
- "Applied Curses have 25% less Effect" on the active gem. This shouldn't do anything mechanically; it's on the active skill, and active skills don't add stats to other active skills. It's there to inform the player.
- "25% less Effect of Supported Curses" in the hidden SupportDarkRitual, which is added to supported curses, and shows up on those curses if you go looking.

Bane of Condemnation has:
- No mention of the curse effect penalty on the active gem.
- "25% less Effect of Supported Curses" hidden in SupportDarkRitualAltX, which is added to supported curses, and shows up on those curses if you go looking.

In creating Bane of Condemnation, the non-functional stat that players see was removed, and the functional stat was left in.

There is no reason for GGG to randomly obscure information from the player, so I suspect Condemnation isn't supposed to have a 25% penalty at all. That's what this bug report is about.
