Blight scarab not spawning blight in map

I have run 14 maps now with a random amount of mods on the maps, however, the atlas will still consume the scarab (rusted, as I'm not keen to waste higher tiers) but no blight within the map.

I am currently using, force spawn harvest with compass and sacrifice fragments and of course the rusted blight scarab.
I have also tried on different maps and without the sacrifice fragments with no luck.

Could the force spawning harvest with compass cause the scarab to not work?

PS: I have had both spawn on the map naturally before this.
