Wait what??? What does this mean? You can only have 1 source of - fire resist for enemies now or what?

from what i understand monsters have negative 20 fire res...so you cant penetrate that further. it doesnt mean that you penetrate 20 fire res, it means that they are on negative 20 fire res. fire pen only works if monsters are on positive res not negative
