Triskelion Radar Character Effect interacts poorly with other Head/Back MTX

The Triskelion Radar Character Effect has glitchy interactions with dozens upon dozens different MTXs, most notably Head and Cloak/Wings MTX. It obscures MTX and add a weird greenish hue glitchy texture around them.
