Core parking and Multithreading (Stutter Lag Cause)
I have done a lot of research and found the cause for the major stutter lag people are experiencing, and have been for a while now.
The power saving option in most central processing units, known as core parking, is used to moderate the temperature and energy use of modern cpus. This option is little known to most players, nor how to turn it off, which is not recommended by the way, due to my own personal experience(almost fried my cpu). That is why I will not post how to do it in here, as I wish to never be responsible for broken equipment. When this core parking is actively turning cores off and on based on needed processing power, it takes a short amount of time between each off or on cycle, and this causes the stuttering we see in game, hence why it disappears when we turn off multithreading in game. This doesn't explain all lag we experience though, but it does smash a large chunk of it. Maybe you could set the game engine to detect the cores that are parked and have it avoid using those until they become active and just use the ones that are active. I'm not really sure how possible it is to do this but there you go. Hopefully this will help in the long run, and I wish to thank you for your time. Have a great time exiles!!! I've always used multi threading and never had a problem (past deleting the shader cache) that results in stuttering.

" I forgot to mention that it mostly occurs on Intel CPU models. My appologies for not clarifying that. As always thank you for your time. Be well Exiles.
