Movement speed cannot be modified

So i resently bought a "that which was taken" crimson jewel with the juggernaut's "movement speed cannot be modified to below base value". This doesnt seem to work since i still get frozen by strongboxes with freeze mod and other freezes. As far as i remember this mod should prevent me from being frozen since my movement speed will be modified to zero when frozen

You need action speed cannot be modified to be unaffected by freeze.

Well it seems like this mod is useless then and doesnt do what it says since freeze reduces my movement to zero which is way below base value

No, freeze doesn't change your movement speed, it changes your action speed (these are different things).
I know what u mean but still the two stats contradicts each other which in my opinion makes the stat kind of lying when it says "movement speed cannot be modified below base value" since i cant move at all when frozen which in my opinion is modifying my movement speed below base value. Anyway found another way so doesnt matter now but the stat is pretty useless then in my opinion
The stat does not lie.
If you can move then you have movement speed. If you're unable to move then the movent speed value has no meaning.
Base movement speed value is "some units per second" The value can be modified below base by applying any "reduced movement speed" effect such as Tar or Ash or an item modifier or those poison dart in lab trial that have no debuff icon nor debuff name.

The mod makes any subtraction to movement speed of your character to be capped at 0%.
In order to utilize that ability your character should be able to move. Freeze sets your action speed to zero which means that any animation takes infinity time including movement thus "unable to move".

Take it as that: you can't move if you're dead, if the mod would work as you expected then you'd be able to ignore death as well as freeze.
