Performance: PoE slows to a crawl, exit poe, windows the same

Randomly the game will slow down to 0.5 fps. No stress on computer happens in hideout as well as maps. If I wait for ages between inputs I can close the game via menu options. However after I exit PoE windows follows the same behaviour.

If this happens while I'm in discord or listening to a stream that is unaffected. Usually I just turn off the PC at the power button.
