Tincture Question

There's tincture that has a mod called "#% increased Rarity of Items Dropped by Slain Enemies".

My question is: Does that IIR apply to mobs that were killed on damage over time? Or only the ones I do the killing blow?

If you slay them with Dots, you still slay them, I guess..
The tincture's effects seem to only apply to hits with weapon attacks.
A careful reading of the Tinctures apply them to the weapon, I presume this is effectively adding the Tincture's effects to the weapons modifiers, which in the case of weapons, typically only apply to primary effects (i.e weapon attacks). My gut says it'd only work for weapon attacks of some kind, but this feels bad and might be unintended behavour.

"Culling strike" of tinctures does apply to my ballista totems even though I have Ancestral Bond and use explosive arrow (which basically does damage over time).

Tinctures will also work with remote skills that use your weapon, such as Ballistas and Blade Trap.
Explosive arrow deals damage with hits.

In addition, Culling does not require you to deal damage, and you can use Culling yourself with Ancestral Bond.
