Valdo puzzle box are supposed to be always the same map/reward?

A friend of mine opened 4 valdo puzzle box and have got the same Bated Breath / Vaal Pyramid map.

no. i saw streamers get magebloods, watchers eye, and a bunch of other stuff. bad rng perhaps
