Pantheon bugged?

I completed underground river with the vessel in the map device. It gave me the vessel, i clicked it to consume and i can still be frozen. I try to put another divine vessel in the map device with underground river and it says activation failed. You have already captured the soul of this map boss. Yet I can still be frozen and the text on the pantheon is not white, like i have it captured.
