Heist questlines cannot be started if consecutively started without completing

Heist Quest lines show up in the quest journal after speaking to the respective Heist member, if you have multiple quests, you may be tempted to load them up in the quest journal before doing them back to back. Doing so prevents activating the quest lines from Adiyah.

The quest journal is stuck with talk to Adiyah to start, but no option is available from Adiyah to start them.

Clicking and rereading the text has no effect on starting the quest line.

Edit: The contracts themselves vanish once you talk with the various members.
Later on, I tossed the Admiral's papers, and all the contracts came back. Not sure if its related but that let me restart the quest line.
