general's cry and earthquake of amplification

Earthquake of amplification's aoe size doesn't appear to scale correctly when used with general's cry. It appears that the "2% more area of effect per .1 seconds duration" doesnt work for them, the hits still take the tooltip duration but the aoe size is much smaller when compared to using it manually.
