Wondering how evasion stacking works

I was looking at the skill web for the ranger and I was wondering whether-
10% evasion is 10% or 10% increase, the reason I ask this is because if it was flat you could build for 100% evade on physical attacks.
I'm not in beta so i can't confirm, but i would imagine it's just a 10% increase of what you have since there's so many 10% orbs, it would be too easy to cap out at 100% if it was to be the other way you mentioned.

If you are referring to the nodes like the one below the ranger start point which says "18% increased Evasion Rating" then those do exactly what they say - provide a percentage increase to the value of your evasion rating. They do not directly modify your chance to evade.

You get base evasion rating from dexterity-aligned armour pieces.
Your evasion rating is compared to the attacker's accuracy rating to determine their chance to hit you.

Nice to see a developer coming to answer a forum question :D its quite rare with most games.
