Lost in Love quest bugged

I found the Crematorium first, killed Piety and received Tolmans bracelet. Clarissa is not appearing in The Slums. I've opened multiple instances of The Slums and cleared it, uncovering every inch. Clarissa and the Blackguards are not showing up.

I understand that. I would love to do that. She is not there. She does not exist in the map. I have run the map 10+ times. I have dropped Tolmans Bracelet and reloaded map. I have killed Piety again. Clarissa DOES NOT appear in The Slums as she normally would. She is missing.

Not in "The Slums", but in "The City of Sarn" - the location is before the town. Then she also does not appear in "The Slums", but stands in the town as a vendor.
