Lag and hitching (performance issues) leading to crashing

i have had a pretty smooth league so far, i do not use MTX until i reach maps usually, and my PC is on the higher end of things; today i ran a map and encountered a crash i do not encounter usually, and sounds like some of the crashes others seem to be having recently

Map: Racecourse
League: Affliction
Character: DazedandTazed
Skill: Crackling Lance
Event: part 2 of the map, expedition encounter, once i had detonated and started the event, my F1 reported a very high white marker and it froze, on that frame. blood from the Beastmaster body armor effect ( blood burst on kill) floated in the air above the fight and forced a crash. a second attempt on the map and the hitching (stopping on a frame) continued until Ii removed the cosmetic, allowing me to finish the expedition event fully. clearing the map afterwards caused no issues.
Expectation: some effects overlapping in memory, causing incorrect calls and requiring it to be sorted out before the next frame.... good luck if that's the cause >>

Computer specs: CPU, GPU, RAM.
CPU: i7-9700k @ 3.60 GHz
GPU: Geforce GTX 1080ti 19GB GPU memory
RAM: 16GB 2133MHz, 10.7 in use
M.2 drive SSD

Game Settings: Renderer, Triple Buffering, Multithreading, etc. And if changing any of these helps.
Renderer: Vulkan
Trip Buff: Enabled
Multithreading: Enabled
Textrure: Med, 4x Anisotropic
VSync: fast
Dynamic culling/res: Enabled

Videos or screenshots of your client when it's happening, with performance graphs on (F1 in-game).
